Career Development

The Career lieutenant is responsible for the Career Development Unit, Building and Fleet Services, and the Data Management Unit.

The Career Development Unit maintains a continuously active recruitment campaign for qualified applicants to fill all vacancies. In addition to recruitment and background investigations, the Unit is responsible for the training of all staff within the Police Department and maintains a training contract through the Texas Commission on Law Enforcement (TCOLE). The Unit also works closely with the Tyler Junior College Law Enforcement Academy by providing instructors for Police Academy classes, physical fitness and required in-service training.

Crime Analysis

Crime Analysis is a systematic, analytical process directed at providing timely and pertinent information relative to crime patterns and trend correlations to assist the operational and administrative personnel in planning the deployment of resources for the prevention and suppression of criminal activities.

The Crime Analysis Unit supports the operational elements and the administration of the Police Department by collecting, analyzing, and disseminating information on crime pattern detection, crime-suspect correlation, target profile analysis, and forecasting crime potential, trends, and patterns.

The Crime Analysis Unit integrates service calls into the department’s geographical information system. The Crime Analysis Unit completes monthly crime and traffic reports for the Department.

Data Management

Data Management functions respond to the needs of the Department as a whole. The Data Management Unit is the central repository and source for dissemination of all accident, incident, offense, investigative, pawn, and arrest records of the Police Department.

The Data Management Unit is to assist in attaining the objectives of the Department by performing technical and support activities and performing the records keeping function of the Department. It shall use effective, modern record-keeping techniques in a manner that will provide the best possible service to the Department and to the public.

 

Dispatch Communications

The Tyler Police Department Communications Unit utilizes some of the most modern, efficient and up to date technology in dispatching calls for service. The Communications center is equipped with an 800 MHz radio system, which enables Dispatchers to communicate with City of Tyler Patrol Officers, Fire Department, other City Departments and surrounding emergency service agencies located within Smith County. Public Safety Telecommunicators utilize CAD to enter and dispatch calls for service to laptops that are installed in all Fire Engines and Patrol vehicles. The center is manned by 27 Public Safety Telecommunicators.

Honor Guard

The Tyler Police Department Honor Guard serves as an ambassador not only for the Police Department but also for the City of Tyler.

Honor Guard members present Colors at Law Enforcement-related events and parades. The Honor Guard will represent the police department at funeral services for officers killed in the line of duty.

The Honor Guard hosts a Memorial Service in May for Texas Peace Officers killed in the line of duty. Several members of the Honor Guard have attended the National Peace Officers' Memorial Service held in Washington, D.C., and the Texas Peace Officers' Memorial Service in Austin, Texas.

Quarter Master

Lieutenant Matt Smyser

Is responsible for all Building and Fleet Services assigned to the police department. This includes the North Substation (1,900 sq. ft.), Downtown PD Headquarters (40,000+ sq. ft.) and the Faulkner Park Substation (17,500 sq. ft.). The department maintains over 150 individual pieces of fleet inventory, including marked/unmarked vehicles, trailers and specialty vehicles.


Police Services Coordinator Luis Melendez

The Police Services Coordinator is responsible for coordinating the police fleet maintenance and maintains the fleet operational. Other responsibilities include facility maintenance, corrective and preventive maintenance. Supervise the Police Department Messenger and the Vehicle Fleet Specialist activities.

 

Technology

To provide direction, management, supervision, and coordination of the programs and activities of the Technology Division in the Police Department; to coordinate assigned activities with other city departments, divisions and outside agencies; and to provide highly responsible and complex administrative support to the Chief of Police.
